The objective of the matrix

• Internally, make you understand what you want & what you need from the user and collaboration between.
• Externally, to understand your user better & help you create a concept for a unique and more tailor-made user-experience depending on how "skilled & understanding" the user is of the platform that you are providing them.

The result of the exercise should be to kinda educate your users by pushing them into different sections of your platform based on how many times they have signed in/visited. Which in the end would provide the users with a more intuitive way to get to know your plattform.
